The QERL – Common European Framework of Reference for Languages: Learning, Teaching, Assessment is the document prepared by the Council of Europe that unifies guidelines for language teaching and learning in the European context and provides a common basis for the preparation of language programmes, curriculum guidelines, exams, manuals, etc. across Europe.

The objective of this common basis for the description of objectives, contents and methodology is to overcome the barriers produced by the different European educational systems that limit communication between professionals working in the field of modern languages. It integratively describes what language learners need to learn in order to use a language to communicate, as well as the knowledge and skills they need to develop to act effectively.
